Perhaps you should check Dubai Tourism Authority's website to get a general idea about hotel rates. Their address is http://www.dubaitourism.ae/
I think you are coming during the festival period, few days ago the govt announced that hotels will have 40-60% less rates. I guess you will easily find rooms within your budget. Let me know if you need further assistance.

since its winter you can't do any outdoor swimming and stuff..

and aham shaiy u go to madinat jumairah it's, a must go .. it's amazing there espicially with the amazing weather ..
and as mshmsh said the walk is kash5ah too ..
and you have to go to Umm al Quwain's br they have a motorcycling area on the sand .. or to Ras el Khiamah fel 3awafi .. they have motorcycles there too .. its amazing there ..
and there are these chains of hotels just beside the palms islands .. they are just amazing to go eat dinner there ..
and the beach in Jumairah beside Burj Al Arab is an amazing place to be at sunset ..
and fereeej el bastakeyah is a must go too as well .. to see the history of dubai there .. and its infront of the 5oor so u can take a ride on the 5oor as well ..
as for shopping .. you could go to festival city .. emirates mall .. Wafi city .. ooh and btw wafi's hotel is just amazing ..
you can go to the gold souq ..
